For convenience Octave-Forge supplies pre-built installers for Octave: Windows installer (Octave and Octave-Forge). If one click the strings 'Windows installer', one will find no packages. One will be discouraged to see no packages will appear. Please change the link to the Benjamin's Octave binaries built on MinGW..
