Not a very scientific test, but there was a readme.txt file in my local folder. 
 (first two lines are empty, then some Enlish text).

So I typed

> readme
error: `readme' undefined near line 2 column 1
> a = 1;
> b = 2;
> readme
error: `readme' undefined near line 4 column 1

The line number seem to be correlated to where I am in the Octave CLI and it 
doesn't refer to any particular line number of the readme file.

I think the error message should be 'Can't find readme.m'.

I agree that the error message is somewhat misleading. I remember this
problem in the development series. What version are you running? If
you're running 3.2, then it would be nice if you could come up with a
simple example that triggers this behaviour.
