Hello I'm not a vista user so that I cannot reproduce what you have met.
In principle dll files in old version cannot be used in newer version. The phenomena is very anomaly. Did you try uninstall octave 3.2.2 and reinstall it? Even if you have reinstalled and met the same error, please give the information what dlls missing.
