I haven't followed Apple since the PowerMac mess, but I thought that Steve Jobs 
brought a lot of the operating system concepts over from NeXT.  I'd think that 
X11 is present somewhere on your system.  Perhaps not.

The command-line can be very efficient, especially with tab completion.

That is part of the problem.  I think it comes from the nature of 
Octave/Gnuplot, that the developers are also using the tool for other work.  
Documentation, unfortunately, gets lower priority I suppose.
