I don't think octave-forge would be a suitable place. Not because I
want my own website but because I think it's very specific. I ended up
hosting it in launchpad https://launchpad.net/frapinator

I think the same and that's why I pointed it out.

I didn't knew read it to the part that you could disable it. As soon
as I read about USA legislation and blocked countries I discarded
sourceforge.
