Alex,
If you want the package to actually be released for download, you will  
have to follow the instructions here:
http://octave.sourceforge.net/developers.html
in the paragraph "Make a release of your package and publish its  
function reference".
Anyway, the choice is up to you, but if the new version of the package  
is not compatible with the current stable version of Octave
I'd rather wait until Octave 3.4 for releasing it.
