I really don't understand those choices.
If (2) is chosen then you ban those countries from downloading AND go through
the BIS procedure/paperwork ? or you go through the BIS procedure ONLY if you
want to export to those countries as well?

choice (1) uses the term 'encryption' not 'decryption',which are distinct. So
if you only de-crypt are you subject to it or not?
