As it is at the moment, your function won't be accepted as part of the
core functions so it goes in the optim packages. Also, this is
octave-forge project, a sister project of octave but still a diferent
project. It's the octave project ( http://www.gnu.org/software/octave/
) and not the octave-forge project that takes care of the core
functions.

Also, have you considered moving the rest of other functions of your
package into octave-forge?
