Your package is linking to Octave, because it's using oct files. It
doesn't matter what license you choose for the plugin; you're linking
the whole to Octave which is GPL, and Octave will not create a special
exception for MOSEK.

While we could just distribute your source and avoid binary
distribution, this is awkward and sends the wrong message.

Free MOSEK or don't distribute your plugin. The GPL is not Mr Nice
Guy, and it won't be worked around. If your customers want to use
Octave, explain to them that you won't allow it because you won't
allow MOSEK to be free.
