in the documentation of that package I see:

so the name of the function is already the new one in that package, maybe you 
just had a copy 
of UTLplotbyname somwhere else in your path?

with new versions of Octave you can just do:

pkg install -forge ocs

to install the latest released version, but that will get you exactly the same 
as mentioned above.
