Hi we have received two other e-mails, about the same subject in the last weeks, on the octave forge mailing. The names of the sender differ so I'm not sure if you're the same person.
It's been almost 2 years since the last update on the translation projects. I don't think anyone's working on them anymore and considering the number of replies (none) to what now totals 3 emails (none), I doubt there's still people around who can help you with it. Also, the translations are not part of octave-core, they are (were?) a separate independent project part of octave-forge.
