It's really a longstanding organisational issue that we haven't fixed.
There are two "separate" projects, Octave for the core language and
Octave-Forge for packages. They have different bug trackers and
infrastructure. Users get confused and don't know where to discuss
what nor what the difference is between the two projects. We really
should be merging the two projects and share infrastructure between
the two, but it's an administrative chore.
