dicomwrite is not implemented, in the octave package, so that won't work. I spent some months trying a while back, to no avail. It is possible to do some editing of files using gdcm ("gdcmanon --dumb ..."). However, I think the offis dcmtk[1] is a better bet. It has a lot of little apps you can use from a script.
