While the mailing lists are very easily accessible from the main web page
the trackers are not as easily reachable.

There is even text on the website that discourages from using them:

"There are equally, support forums available on the SourceForge site. However, 
the preferred means of support is through the above mailing list and so 
response times on these forums might be slow."

"If you think you have found a bug in one of the Octave-Forge packages, please 
report it, by sending a message to the mailing list. Please report all the 
facts relevant to reproducing the bug, so developers can fix the problem. If 
you have a fix for the problem yourself, please send it along with your 
message."

If the preferred way to send bug reports / patches is through the forums I 
think this text should be changed or at least removed.
