Please download it from http://carandraug.no-ip.org/octave/image-1.9.90.tar.gz As far as I know there's no way to download a tarball directly from the new repository but I haven't had much time to try the new SourceForge. There's a bunch of other things I don't like such as being much slower, not being able to order by last modification, really hard to change revision, incorrectly identifying text as binary files...
