For a release vote to pass, 3 IPMC +1 votes are needed (and 3 PPMC +1
votes are strongly recommended). In this case, there are the PPMC votes,
but no IPMC votes, so the vote has to remain open until it's either
cancelled (due to problems raised) or until 3 IPMC +1's are found.
(Once you've graduated, you only need the 3 PMC +1's, but while in the
incubator you need IPMC votes as well as PPMC ones)
