If I would be picky, I would say it is a LibreOffice problem, as the ODF spec
states:
http://docs.oasis-open.org/office/v1.2/os/OpenDocument-v1.2-os-part1.html#element-number_number-style
"The <number:number-style> element is usable within the following elements:
<office:automatic-styles> 3.15.3 and <office:styles> 3.15.2.", where the first
only occurs in the content.xml.
Still I am fine if the user helps to move it into the styles.xml.
I tested it within LibreOffice 4.1.4.2 and MS Office 2013 I had the same output
with or without the line commented that should change the result.
Could you add a false & postive ouput as well?
PS: I have adjusted locally your test file by moving the ASSERTION after the
saving of the output document, so we could always check the ODS.
