With Apache POI, we create the tag as if the release passed, and create the RC artifacts from there. If the vote fails due to anything in the source tree, we zap the tag and re-create. I know that some other Apache projects just "burn" that release number if there's a problem, and roll the next RC from the next number on.

I staged the release candidate on https://repository.apache.org before the vote. But after the vote that website was down and I was unable to release it. And when the website came back, several days later, the staging repo was gone. I have no idea what happened there. I have zero familiarity with Nexus to debug this.

If the staging repo has gone, you'll likely need to re-upload the artifacts, then promote. I've no idea what happened either, but from your description I suspect that the staging repo has gone for good.
