Unfortunately you are right. There is no current version on Maven central. Somebody published a more recent version at http://nexus.bippo.co.id/nexus/#nexus-search;quick~odftoolkit but this is not an official artifact. Why did we stop publishing? We changed our release process a bit and the staging repository lost our version during the last release. I always planned to see if this version can be published from the tag again (which in my understanding would be ok for the Apache release process). I will try to test this someday next week.
