The feature doesn't seem to exist already, but does seem easy to implement
using simple API.

I am considering using OdfDom as an alternative to LibreOffice via
UnoBridge.

Would you consider Section Navigation and insertContentFromDocumentAfter
production ready ? Your comment in
https://issues.apache.org/jira/browse/ODFTOOLKIT-300 implies that some code
might not be...
