This is no where near a critical bug, its not even really a bug.
Servers go up and down all the time.
Is there a reason you did not append a patch with a valid URI in it?
As well if you look at the parent repo 1.13.11 no longer exists there.

And it is not in oesources, which means that you may want to ask someone
to recontribute it to oesources or update the dpkg you are using.
