Blocker and Critical should only be used if the bug actually causes problems building a bootable image for a device.
Problems involving applications that wont compile, have wrong URI, or crash/misbehave without affecting device operation or image generation in my opinion should not even get a rating above normal. The only possible exception i can think of that might rate major would be window manager or basic usability configuration bugs ( which affects device interaction ).
