What exactly happens when you try to install openssh? It's hard to say

I think that's a bug in ipkg. It ought to notice that openssh Replaces
dropbear as well as Conflicting with it, and automatically uninstall
dropbear in favour of openssh. Might be worth filing a report in
handhelds.org bugzilla for that.
Does it work if you use "--force-depends"?
