I adapted most of OE to conform to it as we had some quite strange
versions around and really needed to have some kind of standard
convention. That note was added as I didn't want to break package
upgrades but did want to standardise eventually.

Thinking of policies, I'd still like to see a preferred ordering of
variables added to the style guide on the wiki. I think you mentioned
you have an order you wanted to suggest?
