The community vote has approved the 4.0.0 TS3 test snapshot release.
The actual results are:

Binding:
 +1: 6 (Jacopo, Si, David, Jacques, Hans, Al)
 +0: 0
 -1: 0

Non-binding:
 +1: 3 (Marco Risaliti, Andrew Sykes, and Scott Gray)
 +0: 0
 -1: 0

This is a success as 3 binding and 2 non-binding positive votes are  
needed.

I'll be sending out a message to the general@incubator.apache.org in  
a bit for review of the test snapshot, and then after a few days a  
call for a vote on it there.
