This is a patch showing potential solution for the issue by showing select in
Accounting header. It allows selecting one of existing organization party ids
(which must be with role INTERNAL_ORGANIZATIO). It remembers selection during
the session, but currently the value is not used.
Open question could be: where to put the select? Ideas could be 1) as is; 2)
near language selection bar; 3) somewhere else.
Patch is not meant for committing to SVN yet, but rather for discussion.
