This looks like an error in the XSD file, not in the XML file. My guess is it's related to the work Jacques has been doing.
Could you look into this Jacques? I'd be happy to fix it, but if you're continuing work in that file this was you can also avoid it in the future.
Opening up the XSD file in my editor I'm seeing around half a dozen errors. The main issue seems to be that the xs:annotation needs to be the first element under xs:attributeGroup and other such elements.
