The easiest way to test this is to configure the ProductStore to use the always fail authorize service (in services_paymentmethod.xml), and there are other services there for testing other things.

In the back-end I'm not sure exactly what it will do. In both ecommerce and the order manager I believe it _does_ create the order, but in a rejected status. It will also keep track of the original try order's ID in the ShoppingCart and attach that to subsequent tries so that they can be tied together.
