Yeah, it seems like most of it was implemented a long time ago but
has not been kept up to date with current (as in with last two years)
versions of OFBiz, so it just needs to be debugged and brought up to
date.

Good question... Si might know more about this. My guess is that
this was implemented a long time ago, with a few flaws or missing
things that should have been there, and it just hasn't been
maintained much over time.
It sounds like it at least needs to have the roles created and
such, and I can't think of any problem that might come up with that.
