From the Kiwix page it looks like these files are of the order of 5-15

Something like http://www.wikiusb.com ?
In the system I propose, maybe we should also be able to find such businesses?

I would be willing to mail one
to people in North America, for example, and maybe Wizzy could have
copies available in South Africa. The only issue I foresee would be
paying for the flash drives - we wouldn't want to be subsidising
people's tech supplies, but it would be nice to make them free for
worthy causes. Alternatively, could it be burnt onto a set of DVDs?

We, at Kiwix, we have done such things (spreading physically our content/solution) many times in the past and we have at least 3 projects of that type running for 2012.

But, thus things seem to me to be far from my original idea which is "just" a free solution (it does not involve money - except maybe to develop the software) to promote people/businesses able to provide without downloading them our offline content/solution.
