Before (or after) you look at Rose, take a look at Model Maker
(www.delphicase.com). We have used Rose for a while and are frustrated with it.
Compared to Model Maker (or Together J for Java) Rose is a lot more effort to
maintain and keep code and model synchronised. With ModelMaker the code
synchronisation is automatic. Rose is a much more comprehensive beast than model
maker but I use the word beast intentionally :-) To generate and
reverse-engineer Delphi code you will also need another 3rd party add-in to
Rose. Cose was not really an issue for us, but we still use Model Maker over
Rose for our Delphi development. The cost is a fraction of Rose and the support
turn around is excellent. There is an on-going mailing list that the developer
of MM takes part in and many of the suggestions made on the list find their way
into the next release.

Don't waste your time with Visio - we tried it for a while and well ... it
was a waste of time. Have a look at Rose - expensive but does the job well
(afterall, they are the ones who came up with UML and gave it away as a
standard). www.rational.com.
