Look at www.entertainz.co.nz - if you pay 6 months in advance it will cost you $20 per month with PHP and MySQL included. I've been hosting with them for almost 2 years and they have done an excellent job thus far. Also, if you upgrade to the next account (Business I think), for $25 per month, you can get a secure server included (without having to purchase a certificate).
