Well I use VNC to manage the same server remotely which gives me full
access, but they wanted RDC plus the ability to limit this person's access
to a single folder. It contains web content - not published externally -
just an intranet I believe.

The user I've created for him is not a member of the group Users, so I would
have thought he had no rights to the other folders. Perhaps I have to
specifically Deny him to all other folders which would be a pain as there
are various permission scenarios already in place as it is also a file
server for their LAN.

I know how to create a chroot jail for a user in Linux, but I can't find a
similar way in Windows without 3rd party software. I guess I could set up an
FTP server and do it that way, but they really asked for RDC.
