I think PDA's (and IPAQ for example) start at about $400.  Phones can be 
free with a plan - if you're cleaver you can get Telecom to pay you to 
have one (you need to be on a phone/data plan of course).  You don't 
actually need a device to start coding as the emulators seem to work 
very well.
