We use wPDF (http://www.wpcubed.com/products/wpdf/) for exporting to PDF.
Our reports/documents contain some images (eg bitmaps, jpegs) but more importantly they contain a lot of EMF (enhanced metafile) diagrams produced by our software. We evaluated a number of PDF export tools (this was a year or more ago) and they all converted the EMFs to static bitmaps/jpegs of some resolution or another. wPDF was the only one which embedded the files as EMFs which scaled correctly and printed without jaggies. It wasn't cheap but it was the only one which did the job for us.
