Jeremy,
I've got CrossKylix installed into my Delphi IDE at present and Php4Delphi. The CrossKylix concept is referenced somewhere on the Borland site, but it is not quite the same as native Kylix support yet.
I think that Linux is only now starting to seem a real and ongoing solid viable option to small business and other smaller entities, borland may (not unusually) have been ahead of their time again with Kylix.

There's no kylix support for 2006. Kylix failed miserably. Cost
borland millions of dollars and set back Delphi development 6-12
months.
There is a project occurring at the moment to integrate the free
pascal compiler into the delphi ide although I don't recall the name
off hand.
