There should be an option in the setup to disable the onboard vga (or maybe a jumper on the motherboard). You could also try the PCI card on another machine to verify that it works. It may be that your just out of luck. When they put dual monitors into most of the dev machines at work the was a fair amount of trial and error in finding compatible graphics cards. Does the PCI card show up in Device Mangler?
