Per discussion in Monterrey last week, the download location for libfabric /
fabtests tarballs has moved. Downloads are now available from here:
https://github.com/ofiwg/libfabric/releases
https://github.com/ofiwg/fabtests/releases
The old location (http://www.openfabrics.org/downloads/ofi/) contains links
that point to the new locations.
