For now, this is being discussed in the DS/DA group, because that's where the 
storage people are.  Once we've settled on suggested additional 
requirements/changes to libfabrics, it will be brought to OFIWG for further 
discussion.  For now, it's a storage topic.

I think it would be better to discuss this proposal during the ofiwg-"classic" 
meetings, rather than ds/da.  I don't think we want to split libfabric API 
discussions into different meetings, as that just requires everyone to attend 
both.
