No, it is based on 1.17.

As Denis said, RIL support in oFono upstream has been tested only for Intel
modems. There was a big refactoring when the RIL code was incorporated
upstream, and our branch has not been rebased yet. You can either use our
branch or try to take MTK parts to upstream. It would be some work, but
should not be that hard.
