Yes, the IP helper functions used on Windows Vista/Server 2008 in IBAT
have kernel equivalents.  Take a look at the WDK docs section for "IP
Helper", which is part of the WDK networking section.  No socket use
should be needed.

Specifically, ResolveIpNetEntry2 should do the trick, for both IPv4 and
IPv6.
