Ouch. This one looks like the old constitution trying to make
a comeback.

I'm thinking this could almost all go, boiling down to:

1. Groups govern their own affairs.

2. Election of new leaders/affiliates/participants/other roles
requires a majority vote of existing leaders.

3. Suspension of leaders/affiliates/participants/other roles
requires a consensus vote of existing leaders.
