I believe (since I was out last week as well) that this simply adds

This motion says (to me, at least...) that the changes will be to the
previously voted upon constitution proposal and that the OGB does not
intend to produce a new/completely different proposal from whole
cloth... (and, yeah, I know I've dropped the ball on getting those
updates to the document done, sorry)
