it may not be obvious to everyone, but apparently, as far
as I can tell:

just showing up in the IRC channel and posting the message
as Glynn notes below is sufficient; you can do it anytime
(including right now), and it implies nothing else about your
IRC participation, again as nearly as I can tell...
