At the moment we haven't really figured out how the renewal process goes in 
terms of the grant. Currently the database just records the core/contributor 
grant, with a date of when it was added, and associates membership with core 
contributor status. Membership is for a 2 year period, so technically they're 
still members.

Most likely the way forward would be to set up a cron job to check the database 
for core contributors who's grant date > 2 years old, remove their core 
contributor grant, and email them, along with the current community group 
facilitator.

I still don't like the core contributor <-> membership relationship though, but 
changing that is likely to mean changes to the database which I'm loathe to 
even 
attempt by myself.
