I've updated the proposed process at http://www.genunix.org/wiki/index.php/OGB_2008/010_group_creation to reflect:
* Requiring a vote of endorsement from another person in order for the creation request to proceed * Adding explicitly what was previously an unspoken assumption, that while the process will usually operate "automatically", the OGB will create a Board Committee with oversight of the process and with power to intervene when it is in the interests of the community to do so by their judgement.
