I believe you are correct in saying that consensus is the required
voting mechanism for project creation.  However, there are other
aspects of the process which the Instantiation Policy leaves to the
Groups.  For example, in setting timers for discussion before voting
on the project.  Also, the voting period itself is made flexible by
8.5.  It's up to the Groups to decide what their criteria are for
approving a project proposal - they can conduct a fairly rigorous
initial review, or simply approve anything they broadly agree with.
The intent of the PIP is to encourage local policymaking on these
matters while directing Groups to the requirements and guidance found
in Article VIII.
