core contributors for the HA Clusters community.

One comment: It would be nice if this contributor/core contributor grant 
process were described somewhere on the web site. Maybe I'm missing 
something obvious, but other than in the constitution itself (which 
doesn't describe the logistics), I can't find any description of the 
process, who to contact, etc.
