I think there are several related efforts mixed up in this topic.

1) Clean up existing communities and projects that are moribund.

    This should be relatively easy and doing this will force
    everyone on the OGB to get to the same level of understanding
    about what is currently out there.

2) Understand the C+P structure that is in the constitution.

    Also relatively easy; the benefit here is that the OGB is
    again forced to come to a shared understanding about the
    expectations and constraints that exist.

3) Ask yourselves if this is really what you want/need?

If so,
      focus on how to rewhack the remaining C+Ps to match
else
      focus on defining and playtesting what we really want,
      then deploy the new structure and then change the
      consitiution - having a functional community structure
      is more important than getting bogged down in process
      legalisms.
