This seems to be the problem that Canonical (Ubuntu) is trying to
solve with Launchpad.

It seems to have a reasonably rich notion of distributions, projects,
and distributed bug tracking systems.  The launchpad code isn't open,
but that seems to be more an issue of staffing (they'll take
volunteers...) than desire.
